जिला सिरमौर के सबसे बड़े स्वास्थ्य संस्थान, डॉ. वाईएस परमार राजकीय मेडिकल कॉलेज एवं अस्पताल नाहन का डिजिटल सिस्टम पिछले दो महीनों से पूरी तरह से वेंटिलेटर पर है। सरकार जहां एक तरफ हर सरकारी विभाग को ऑनलाइन करने के बड़े-बड़े दावे कर रही है, वहीं नाहन मेडिकल कॉलेज की आधिकारिक वेबसाइट (yspgmc.org.in) पिछले दो महीने से ज्यादा समय से पूरी तरह से बंद पड़ी है इस मामले में सबसे चौंकाने वाला और सनसनीखेज खुलासा खुद अस्पताल प्रबंधन ने किया है। प्रबंधन ने यह स्वीकार किया है कि तकनीकी कारणों से वेबसाइट पिछले दो महीनों से बंद है, लेकिन जब यह गंभीर सवाल पूछा गया कि यह वेबसाइट दोबारा कब शुरू होगी, तो जिम्मेदार अधिकारियों के पास इसका कोई निश्चित जवाब नहीं था। साफ है कि प्रशासन को खुद नहीं पता कि यह वेबसाइट कब बहाल होगी। स्थानीय लोगों और बुद्धिजीवियों का साफ कहना है कि डिजिटल दौर में किसी भी मेडिकल कॉलेज की आधिकारिक वेबसाइट का मुख्य उद्देश्य मरीजों और जनता को घर बैठे बुनियादी सुविधाएं और जानकारियां देना होता है। एक आदर्श व्यवस्था में वेबसाइट पर जो चीजें अनिवार्य रूप से 'होनी चाहिए', मौजूदा समय में इस बंद वेबसाइट के कारण उन सभी संभावनाओं का रास्ता ब्लॉक हो चुका है। अस्पताल में कौन सा विशेषज्ञ डॉक्टर (Specialist) किस दिन बैठता है या कौन छुट्टी पर है, इसकी पूरी सूची ऑनलाइन उपलब्ध होनी चाहिए ताकि मरीजों को पहले से पता रहे। लेकिन नाहन में वेबसाइट बंद होने से मरीजों के लिए ऐसी किसी भी ऑनलाइन जानकारी की उम्मीद ही खत्म हो चुकी है। शिलाई, संगड़ाह, सराहां और हरिपुरधार जैसे दूर-दराज के क्षेत्रों से आने वाले गरीब मरीजों को केवल यह पता करने के लिए मीलों का सफर तय करके अस्पताल न आना पड़े कि संबंधित डॉक्टर आज ड्यूटी पर हैं या नहीं। लेकिन मौजूदा समय में सूचनाओं के अभाव के कारण इन गरीब मरीजों का पैसा और समय दोनों दांव पर लगा है। मेडिकल कॉलेज के नए टेंडर, विभिन्न पदों पर होने वाली नियुक्तियां, ब्लड बैंक की लाइव स्थिति और जरूरी इमरजेंसी नंबर्स डिजिटल माध्यम से जनता के सामने होने चाहिए। लेकिन नाहन अस्पताल में वेबसाइट पर ताला लगा होने से यह पूरा जरिया बंद पड़ा है। डिजिटल युग में किसी इतने बड़े मेडिकल संस्थान की वेबसाइट का दो महीने तक बंद रहना और आगे शुरू होने की कोई समय-सीमा (Deadline) न होना, प्रशासन की कार्यप्रणाली पर गंभीर सवाल खड़े करता है। दो महीने का लंबा समय बीत जाने के बाद भी इस तकनीकी फॉल्ट को ठीक करने या डोमेन/वेबसाइट को रीन्यू कराने के लिए कोई ठोस कदम क्यों नहीं उठाए गए? क्या सिरमौर की जनता को बुनियादी स्वास्थ्य सूचनाओं के लिए भी इसी तरह परेशान होना पड़ेगा? क्या स्वास्थ्य विभाग के उच्च अधिकारी इस मामले का कड़ा संज्ञान लेंगे, या फिर दो महीने का यह तकनीकी फॉल्ट आने वाले कई महीनों तक मरीजों की मुसीबतें यूं ही बढ़ाता रहेगा?
