हिमाचल प्रदेश के देहरा विधानसभा क्षेत्र के पूर्व विधायक होशियार सिंह के खिलाफ राज्य सतर्कता एवं भ्रष्टाचार निरोधक ब्यूरो (विजिलेंस) ने विधायक ऐच्छिक निधि के कथित दुरुपयोग के मामले में एफआईआर दर्ज की है। पुलिस मुख्यालय की ओर से जारी जानकारी के अनुसार, प्राथमिक जांच में सरकारी धन के कथित दुरुपयोग के पर्याप्त आधार मिलने के बाद भारतीय दंड संहिता की धारा 409 (आपराधिक न्यासभंग) और 420 (धोखाधड़ी) के तहत 16 जुलाई को धर्मशाला थाने में मामला दर्ज किया गया। आरोप है कि वर्ष 2023 और 2024 के दौरान विधायक ऐच्छिक निधि से 16 लाभार्थियों के नाम पर 50-50 हजार रुपये की वित्तीय सहायता स्वीकृत कर उनके बैंक खातों में भेजी गई। शिकायत के अनुसार, इनमें से अधिकांश लाभार्थी पूर्व विधायक की निजी फैक्ट्री के कर्मचारी थे। आरोप है कि राशि खाते में आने के बाद कर्मचारियों से नकद निकलवाकर वापस ले ली गई। कुल कथित राशि लगभग 8 लाख रुपये बताई गई है। विजिलेंस की जांच में बैंक अभिलेखों, सरकारी दस्तावेजों और संबंधित व्यक्तियों के बयानों का परीक्षण किया गया। जांच के दौरान कई लाभार्थियों ने कथित रूप से बताया कि उन्होंने सहायता के लिए आवेदन नहीं किया था और खाते में आई राशि पूर्व विधायक के निर्देश पर नकद निकालकर उन्हें सौंप दी थी। जांच एजेंसी का कहना है कि उपलब्ध दस्तावेजों और बैंक रिकॉर्ड से प्रथम दृष्टया यह प्रतीत होता है कि सरकारी धन का उपयोग निर्धारित उद्देश्य के विपरीत किया गया तथा वास्तविक लाभ लाभार्थियों तक नहीं पहुंचा। गौरतलब है कि होशियार सिंह देहरा विधानसभा क्षेत्र से दो बार विधायक रह चुके हैं। उन्होंने दोनों बार निर्दलीय चुनाव जीता था। वर्ष 2024 में राज्यसभा चुनाव के बाद उन्होंने विधायक पद से इस्तीफा देकर भाजपा का दामन थाम लिया था, लेकिन बाद में हुए उपचुनाव में मुख्यमंत्री सुखविंदर सिंह सुक्खू की पत्नी कमलेश ठाकुर से पराजित हो गए थे। फिलहाल विजिलेंस ने मामला दर्ज कर जांच शुरू कर दी है। मामले में आगे की कार्रवाई जांच के निष्कर्षों के आधार पर की जाएगी।

The State Vigilance and Anti-Corruption Bureau (Vigilance) has registered an FIR against Hoshiyar Singh, the former MLA of Himachal Pradesh's Dehra assembly constituency, regarding the alleged misuse of the MLA's discretionary fund. According to information released by the Police Headquarters, the case was registered at the Dharamshala police station on July 16 under Sections 409 (criminal breach of trust) and 420 (cheating) of the Indian Penal Code, following a preliminary inquiry that found sufficient grounds indicating the misuse of government funds. It is alleged that during 2023 and 2024, financial assistance of ₹50,000 each was sanctioned from the MLA's discretionary fund in the names of 16 beneficiaries and transferred to their bank accounts. According to the complaint, most of these beneficiaries were employees of the former MLA's private factory. It is alleged that after the funds were credited to the accounts, the money was withdrawn in cash from the employees and taken back. The total amount allegedly involved is approximately ₹8 lakh. The Vigilance investigation involved an examination of bank records, government documents, and statements from the individuals concerned. During the probe, several beneficiaries reportedly stated that they had not applied for the assistance and had handed over the cash withdrawn from their accounts to the former MLA, acting on his instructions. The investigating agency states that, based on available documents and bank records, it appears prima facie that the government funds were used for purposes other than those intended and that the actual benefit did not reach the beneficiaries. Notably, Hoshiyar Singh has served as the MLA for the Dehra constituency twice, winning both elections as an independent candidate. Following the 2024 Rajya Sabha elections, he resigned from his MLA post and joined the BJP, but was subsequently defeated by Chief Minister Sukhvinder Singh Sukhu's wife, Kamlesh Thakur, in the by-election. Vigilance has now registered the case and initiated an investigation. Further action in the matter will be taken based on the findings of the investigation.
