सिरमौर में निर्माण श्रमिकों के लिए बड़ी राहत: प्रवासी कामगार भी योजनाओं के पात्र, विवाह से शिक्षा और इलाज तक मिलेंगे कई लाभ..

हिमाचल प्रदेश भवन एवं अन्य निर्माण कामगार कल्याण बोर्ड द्वारा राज्य के पंजीकृत निर्माण श्रमिकों और उनके परिवारों की सामाजिक-आर्थिक सुरक्षा के लिए कई महत्वपूर्ण कल्याणकारी योजनाएं चलाई जा रही हैं। जिला श्रम कल्याण अधिकारी सिरमौर परितोष तोमर ने जानकारी देते हुए बताया कि बोर्ड के तहत मिस्त्री, पेंटर, प्लम्बर, वेल्डर, इलेक्ट्रीशियन, कारपेंटर और मजदूर या हेल्पर के रूप में काम करने वाले सभी कुशल और अर्धकुशल कामगार अपना पंजीकरण करवाकर इन योजनाओं का लाभ उठा सकते हैं। परितोष तोमर ने एक विशेष और महत्वपूर्ण जानकारी साझा करते हुए बताया कि इन कल्याणकारी योजनाओं का दायरा केवल हिमाचल के मूल निवासियों तक सीमित नहीं है। यदि कोई बाहरी राज्य का व्यक्ति (प्रवासी कामगार) भी हिमाचल प्रदेश में आकर निर्माण कार्य कर रहा है, तो वह भी इस योजना के तहत पूरी तरह पात्र होगा और सभी लाभ प्राप्त कर सकेगा। जिला श्रम कल्याण अधिकारी परितोष तोमर ने बताया कि पंजीकरण के लिए कामगार की आयु 18 से 60 वर्ष के बीच होनी अनिवार्य है और उसने पिछले 12 महीनों में कम से कम 90 दिन तक निर्माण कार्य किया हो। पंजीकरण प्रक्रिया को बेहद सरल रखा गया है, जिसके लिए कामगार को सदस्यता के लिए मात्र 10 रुपये पंजीकरण शुल्क देना होता है। आवेदन के साथ दो पासपोर्ट साइज फोटो, आयु प्रमाण पत्र और 90 दिनों की मजदूरी पर्ची जमा करानी होती है। परितोष तोमर ने योजनाओं के ब्यौरे में बताया कि पंजीकृत सदस्यों को स्वयं तथा उनके दो बच्चों के विवाह के लिए 51,000-51,000 रुपये की राशि दी जाती है। इसके अलावा महिला लाभार्थी को प्रसूति के समय 25,000 रुपये तथा पुरुष लाभार्थी को 1,000 रुपये का मातृत्व/पितृत्व लाभ मिलता है। परिवार में दो बेटियों के जन्म पर प्रति बेटी 51,000 रुपये की एफडीआर (FDR) देने का प्रावधान है, जो बेटी के 18 वर्ष पूर्ण होने पर भुनाई जा सकती है। कामगारों के बच्चों के उज्ज्वल भविष्य के लिए पहली कक्षा से लेकर उच्च शिक्षा तक भारी छात्रवृत्ति प्रदान की जा रही है।
इसके अंतर्गत 1वीं से 8वीं तक 8,400 रुपये, 9वीं से 12वीं तक 12,000 रुपये, स्नातक स्तर पर 36,000 रुपये और स्नातकोत्तर के लिए 60,000 रुपये प्रतिवर्ष दिए जाते हैं। इसके साथ ही डिप्लोमा, आईटीआई, पॉलिटेक्निक, मेडिकल, इंजीनियरिंग और पीएचडी जैसे व्यावसायिक पाठ्यक्रमों के लिए 48,000 रुपये से लेकर 1,20,000 रुपये प्रतिवर्ष तक की आर्थिक मदद दी जाती है। स्वास्थ्य सुरक्षा के बारे में जानकारी देते हुए उन्होंने कहा कि पंजीकृत कामगारों और उनके आश्रितों को सामान्य आउटडोर इलाज के लिए 50,000 रुपये, इनडोर अस्पताल में भर्ती होने पर 1,00,000 रुपये और गंभीर बीमारियों के उपचार के लिए 5,00,000 रुपये तक की चिकित्सा प्रतिपूर्ति की जाती है। इसके अलावा कार्य के दौरान दुर्घटना में मृत्यु होने पर आश्रितों को 4,00,000 रुपये और प्राकृतिक मृत्यु की स्थिति में 2,00,000 रुपये की सहायता राशि के साथ-साथ 20,000 रुपये अंतिम संस्कार सहायता के रूप में मिलते हैं। कामगारों के बुढ़ापे और आवास की जरूरतों को ध्यान में रखते हुए 60 वर्ष की आयु पूरी करने पर न्यूनतम 1,00,000 रुपये प्रतिमाह पेंशन का प्रावधान है। दुर्घटना या बीमारी के कारण दिव्यांगता की स्थिति में प्रतिमाह 500 रुपये पेंशन के साथ-साथ एकमुश्त सहायता राशि भी दी जाती है। इसके अतिरिक्त मुख्यमंत्री एवं प्रधानमंत्री आवास योजना के तहत मकान बनाने के लिए 1,50,000 रुपये और विधवा, एकलनारी या दिव्यांग महिला लाभार्थियों के लिए मकान निर्माण हेतु 3,00,000 रुपये तक की अनुदान राशि प्रदान की जाती है। जिला श्रम कल्याण अधिकारी सिरमौर ने जिले के सभी पात्र कामगारों से जल्द से जल्द अपना पंजीकरण करवाने और कल्याणकारी योजनाओं का लाभ उठाने की अपील की है।

The Himachal Pradesh Building and Other Construction Workers Welfare Board is implementing several significant welfare schemes aimed at the socio-economic security of registered construction workers and their families in the state. Sirmaur District Labour Welfare Officer Paritosh Tomar stated that skilled and semi-skilled workers—such as masons, painters, plumbers, welders, electricians, carpenters, and general labourers or helpers—can avail themselves of these schemes by registering with the Board. Sharing a crucial piece of information, Tomar noted that the scope of these welfare schemes is not limited to natives of Himachal Pradesh alone; individuals from other states (migrant workers) engaged in construction work within Himachal Pradesh are also fully eligible and entitled to all the benefits. He explained that to qualify for registration, a worker must be between 18 and 60 years of age and must have performed construction work for at least 90 days during the preceding 12 months. The registration process has been kept very simple, requiring a nominal fee of just ₹10 for membership. Applicants must submit two passport-sized photographs, proof of age, and wage slips covering the 90-day work period. Detailing the schemes, Tomar mentioned that registered members receive ₹51,000 each for their own marriage and the marriages of up to two of their children. Additionally, female beneficiaries receive ₹25,000 for maternity expenses, while male beneficiaries receive ₹1,000 as a maternity/paternity benefit. There is also a provision to issue a Fixed Deposit Receipt (FDR) worth ₹51,000 for each of the first two daughters born into the family; this amount can be encashed once the daughter turns 18. Substantial scholarships are being provided to the children of workers for their bright future, covering education from Class 1 through to higher education.
Under this scheme, annual financial assistance of ₹8,400 is provided for Classes 1 to 8, ₹12,000 for Classes 9 to 12, ₹36,000 for the undergraduate level, and ₹60,000 for the postgraduate level. Additionally, financial aid ranging from ₹48,000 to ₹1,20,000 per year is provided for vocational courses such as Diploma, ITI, Polytechnic, Medical, Engineering, and PhD programs. Regarding health security, it was stated that registered workers and their dependents receive medical reimbursement of up to ₹50,000 for general outpatient treatment, ₹1,00,000 for inpatient hospitalization, and ₹5,00,000 for the treatment of serious illnesses. Furthermore, in the event of accidental death during work, dependents receive ₹4,00,000, while ₹2,00,000 is provided in the case of natural death; an additional ₹20,000 is given as funeral assistance. Addressing the workers' needs regarding old age and housing, there is a provision for a minimum pension of ₹1,00,000 per month upon attaining the age of 60. In cases of disability resulting from an accident or illness, a monthly pension of ₹500 is provided alongside a lump-sum financial grant. Additionally, a grant of ₹1,50,000 is provided for house construction under the Chief Minister's and Prime Minister's Housing Schemes, with the amount increasing to ₹3,00,000 for beneficiaries who are widows, single women, or women with disabilities. The District Labour Welfare Officer of Sirmaur has urged all eligible workers in the district to register as soon as possible and avail themselves of the benefits of these welfare schemes.
