उत्तराखंड में बनेंगी आपदा-रोधी सड़कें और पुल, भविष्य की चुनौतियों से निपटने के लिए PWD का मास्टर प्लान
देहरादून: उत्तराखंड में हर साल मानसून के दौरान भूस्खलन, अतिवृष्टि और सड़क-पुलों को होने वाले नुकसान को देखते हुए लोक निर्माण विभाग (PWD) ने भविष्य की परियोजनाओं को अधिक सुरक्षित और टिकाऊ बनाने की दिशा में बड़ा कदम उठाया है। विभाग अब ऐसी जलवायु-अनुकूल और आपदा-रोधी सड़कें एवं पुल तैयार करेगा, जो प्राकृतिक आपदाओं के दौरान भी लंबे समय तक सुरक्षित रह सकें। इसके लिए विभाग ने अपने मास्टर प्लान में आधुनिक तकनीकों और वैज्ञानिक योजना को प्राथमिकता दी है। PWD के अनुसार अब केवल सड़क निर्माण ही लक्ष्य नहीं होगा, बल्कि निर्माण से पहले संभावित जोखिमों का विस्तृत आकलन किया जाएगा। भविष्य की परियोजनाओं में जलवायु परिवर्तन के प्रभाव, वर्षा के बदलते पैटर्न, नदी के प्रवाह और भूस्खलन की संभावनाओं को ध्यान में रखकर डिजाइन तैयार किए जाएंगे। विभाग का मानना है कि निर्माण के बाद मरम्मत करने के बजाय पहले से जोखिमों की पहचान कर सुरक्षित ढांचा तैयार करना अधिक प्रभावी होगा। मास्टर प्लान में सड़क नेटवर्क को आपदा प्रबंधन का महत्वपूर्ण हिस्सा बनाने पर भी जोर दिया गया है। सीमांत क्षेत्रों, चारधाम मार्गों और प्रमुख पर्यटन स्थलों के लिए ऐसे वैकल्पिक मार्ग विकसित किए जाएंगे, जिससे किसी एक सड़क के बाधित होने पर आवागमन प्रभावित न हो। साथ ही पहाड़ी और शहरी क्षेत्रों की भौगोलिक परिस्थितियों के अनुसार अलग-अलग निर्माण मानक अपनाए जाएंगे। विशेषज्ञों का मानना है कि इस नई रणनीति से उत्तराखंड का सड़क नेटवर्क अधिक मजबूत, सुरक्षित और भविष्य की जलवायु चुनौतियों के अनुरूप बन सकेगा। इससे आपदा के समय राहत एवं बचाव कार्यों में तेजी आएगी, पर्यटन और स्थानीय लोगों की आवाजाही सुगम होगी तथा राज्य के आधारभूत ढांचे को दीर्घकालिक मजबूती मिलेगी।

Dehradun: In view of the annual monsoon-related landslides, heavy rainfall, and damage to roads and bridges in Uttarakhand, the Public Works Department (PWD) has taken a significant step towards making future projects safer and more sustainable. The department will now construct climate-resilient and disaster-proof roads and bridges capable of remaining intact for extended periods, even during natural disasters. To achieve this, the department has prioritized modern technologies and scientific planning in its master plan. According to the PWD, the objective will no longer be merely road construction; instead, a detailed assessment of potential risks will be conducted prior to construction. Designs for future projects will factor in the impacts of climate change, shifting rainfall patterns, river flow dynamics, and landslide susceptibility. The department believes that identifying risks beforehand and creating secure infrastructure is more effective than relying on post-construction repairs. The master plan also emphasizes integrating the road network into the disaster management framework. Alternative routes will be developed for border areas, the Char Dham corridors, and major tourist destinations to ensure that connectivity remains uninterrupted even if a specific road is blocked. Furthermore, distinct construction standards will be adopted based on the specific geographical conditions of hilly and urban areas. Experts believe that this new strategy will render Uttarakhand’s road network more robust, safe, and resilient to future climate challenges. This will accelerate relief and rescue operations during disasters, facilitate smoother movement for tourists and locals, and provide long-term strength to the state's infrastructure.
