हिमाचल विधानसभा में यूनिवर्सिटी भर्ती संशोधन बिल पास, भर्ती प्रक्रिया में होगा बड़ा बदलाव

हिमाचल प्रदेश विधानसभा ने बुधवार को हिमाचल प्रदेश स्टेट यूनिवर्सिटीज (अमेंडमेंट) बिल, 2026 को ध्वनिमत से पारित कर दिया। बिल के जरिए राज्य की यूनिवर्सिटीज में भर्ती व्यवस्था में बदलाव किया गया है। सरकार का कहना है कि नए प्रावधानों से नियुक्तियों में पारदर्शिता और मेरिट सुनिश्चित होगी। मुख्यमंत्री सुखविंदर सिंह सुक्खू ने बिल का बचाव करते हुए कहा कि इसका उद्देश्य विश्वविद्यालयों में नियुक्तियों में राजनीतिक हस्तक्षेप और सिफारिशों की गुंजाइश को खत्म करना है। संशोधित व्यवस्था के तहत विश्वविद्यालयों को प्रोफेसर और एसोसिएट प्रोफेसर के पदों पर नियुक्ति करने का अधिकार रहेगा, जबकि अन्य पदों की भर्ती निर्धारित सरकारी भर्ती आयोगों के माध्यम से होगी नए प्रावधानों के अनुसार शिक्षण पदों की सीधी भर्ती हिमाचल प्रदेश लोक सेवा आयोग (HPPSC) के माध्यम से और गैर-शिक्षण पदों पर भर्ती हिमाचल प्रदेश राज्य चयन आयोग अथवा सरकार की ओर से अधिसूचित अन्य भर्ती एजेंसी के जरिए की जाएगी। सरकार का दावा है कि इससे भर्ती प्रक्रिया अधिक निष्पक्ष, पारदर्शी और जवाबदेह बनेगी। हालांकि, बिल को लेकर विपक्षी विधायकों और विश्वविद्यालय शिक्षकों ने विरोध जताया। उनका कहना है कि भर्ती प्रक्रिया में सरकारी भर्ती एजेंसियों की भूमिका बढ़ने से विश्वविद्यालयों की स्वायत्तता और अकादमिक स्वतंत्रता प्रभावित हो सकती है। विरोध के बावजूद विधानसभा ने बिल को ध्वनिमत से पारित कर दिया।

The Himachal Pradesh Legislative Assembly passed the Himachal Pradesh State Universities (Amendment) Bill, 2026, by a voice vote on Wednesday. The Bill introduces changes to the recruitment system within the state's universities. The government states that the new provisions will ensure transparency and merit in appointments. Defending the Bill, Chief Minister Sukhvinder Singh Sukhu stated that its objective is to eliminate the scope for political interference and recommendations in university appointments. Under the amended system, universities will retain the authority to appoint Professors and Associate Professors, while recruitment for other posts will be conducted through designated government recruitment commissions. According to the new provisions, direct recruitment for teaching posts will be handled by the Himachal Pradesh Public Service Commission (HPPSC), and recruitment for non-teaching posts will be conducted through the Himachal Pradesh State Selection Commission or another recruitment agency notified by the government. The government claims this will make the recruitment process fairer, more transparent, and more accountable. However, opposition MLAs and university teachers have expressed opposition to the Bill. They argue that the increased role of government recruitment agencies in the hiring process could compromise university autonomy and academic freedom. Despite the opposition, the Assembly passed the Bill by a voice vote.
