हिमाचल प्रदेश सरकार ने औषधीय, वैज्ञानिक और औद्योगिक उद्देश्यों के लिए भांग की नियंत्रित खेती को लेकर बड़ा और ऐतिहासिक फैसला लिया है। राज्य कर एवं आबकारी विभाग ने इस संबंध में अधिसूचना जारी करते हुए हिमाचल प्रदेश नार्कोटिक ड्रग्स एंड साइकोट्रोपिक सब्सटांस (संशोधन) नियम, 2026 लागू कर दिए हैं। नई नियमावली के अनुसार प्रदेश में भांग की खेती केवल औषधीय, वैज्ञानिक अनुसंधान और औद्योगिक उपयोग के लिए ही की जा सकेगी। सरकार ने स्पष्ट किया है कि इन नियमों के दायरे में चरस और गांजा शामिल नहीं होंगे। साथ ही खुले में भांग की खेती पर पूर्ण प्रतिबंध रहेगा। खेती केवल बंद, सुरक्षित और नियंत्रित वातावरण, जैसे ग्रीनहाउस या पॉलीहाउस में ही करने की अनुमति होगी। सरकार ने भांग आधारित उत्पादों के विनिर्माण के लिए भी कड़े प्रावधान तय किए हैं। नई व्यवस्था के तहत मैन्युफैक्चरिंग यूनिट स्थापित करने के लिए कम से कम 100 करोड़ रुपये का पूंजी निवेश अनिवार्य होगा। इसके अलावा लाइसेंस प्राप्त करने के लिए 5 लाख रुपये की बैंक गारंटी जमा करानी होगी। अधिसूचना के अनुसार विनिर्माण इकाइयों के वार्षिक टर्नओवर पर 3 प्रतिशत राज्य उपकर लगाया जाएगा। इसमें से 2 प्रतिशत दुग्ध उपकर पशुपालन विभाग को तथा 1 प्रतिशत पर्यावरण उपकर पर्यावरण, विज्ञान, प्रौद्योगिकी एवं जलवायु परिवर्तन विभाग को दिया जाएगा। सरकार का कहना है कि इस नीति का उद्देश्य भांग के औषधीय एवं औद्योगिक उपयोग को बढ़ावा देना, निवेश आकर्षित करना तथा नियंत्रित व्यवस्था के माध्यम से इस क्षेत्र का विकास सुनिश्चित करना है।

The Himachal Pradesh government has taken a major and historic decision regarding the controlled cultivation of cannabis for medicinal, scientific, and industrial purposes. Issuing a notification in this regard, the State Taxes and Excise Department has implemented the Himachal Pradesh Narcotic Drugs and Psychotropic Substances (Amendment) Rules, 2026. Under the new regulations, cannabis cultivation in the state will be permitted solely for medicinal, scientific research, and industrial use. The government has clarified that *charas* (hashish) and *ganja* (marijuana) do not fall within the scope of these rules. Furthermore, there will be a complete ban on open-field cannabis cultivation; cultivation will only be allowed in enclosed, secure, and controlled environments, such as greenhouses or polyhouses. The government has also established stringent provisions for the manufacturing of cannabis-based products. Under the new framework, a minimum capital investment of ₹100 crore is mandatory to set up a manufacturing unit. Additionally, a bank guarantee of ₹5 lakh must be deposited to obtain a license. According to the notification, a 3 percent state cess will be levied on the annual turnover of manufacturing units. Of this, 2 percent will be allocated as a 'milk cess' to the Animal Husbandry Department, and 1 percent as an 'environment cess' to the Department of Environment, Science, Technology, and Climate Change. The government states that the objective of this policy is to promote the medicinal and industrial use of cannabis, attract investment, and ensure the sector's development through a regulated system.
