पंडोह डैम में आपात स्थिति के दौरान भारी जलभराव होने पर पानी को नियंत्रित तरीके से ब्यास नदी में पहुंचाने के लिए दो नई टनलों का निर्माण किया जाएगा। बीबीएमबी प्रबंधन ने इसके लिए प्रस्ताव तैयार कर लिया है और अब विस्तृत परियोजना रिपोर्ट (डीपीआर) तैयार की जा रही है। दोनों टनलों का निर्माण पंडोह डैम के रिजर्वायर से किया जाएगा और ये पंडोह बाजार को बाईपास करते हुए आगे जाकर पानी को ब्यास नदी में पहुंचाएंगी। बीबीएमबी पंडोह के अतिरिक्त अधीक्षण अभियंता चंद्रमणि शर्मा के अनुसार केंद्रीय जल आयोग (सीडब्ल्यूसी) ने पंडोह डैम के डिजाइन फ्लड की समीक्षा की है। समीक्षा में सामने आया है कि फ्लैश फ्लड की घटनाएं बढ़ने के कारण डैम के जलस्तर में तेजी से बढ़ोतरी हो सकती है। इसके चलते पंडोह डैम की प्रोबेबल मैक्सिमम फ्लड (पीएमएफ) क्षमता में भी वृद्धि हुई है। ऐसी स्थिति में मौजूदा स्पिलवे से अत्यधिक पानी छोड़ना चुनौतीपूर्ण हो सकता है।
प्रस्तावित दोनों टनलों की लंबाई करीब 1200 मीटर होगी। इनके निर्माण से आपात स्थिति में डैम से छोड़े जाने वाले अतिरिक्त पानी को पंडोह बाजार से दूर बाईपास करते हुए आगे निकाला जा सकेगा। इससे भारी बारिश के दौरान पंडोह बाजार में बाढ़ और जलभराव का खतरा कम होने की उम्मीद है। फिलहाल भारी बरसात के समय डैम से पानी छोड़े जाने पर बाजार क्षेत्र में खतरा बढ़ जाता है। पंडोह डैम एक डायवर्सन डैम है, जहां से पानी बग्गी टनल के माध्यम से सुंदरनगर और सलापड़ की ओर भेजा जाता है, जहां इससे विद्युत उत्पादन किया जाता है। शेष पानी को स्पिलवे के जरिए ब्यास नदी में छोड़ा जाता है। भविष्य में आपात स्थिति में अतिरिक्त पानी को प्रस्तावित टनलों के माध्यम से आगे पहुंचाया जाएगा। इससे डैम की सुरक्षा मजबूत होने के साथ-साथ पंडोह बाजार को भी बाढ़ के खतरे से राहत मिलने की उम्मीद है।

Two new tunnels will be constructed to channel water into the Beas River in a controlled manner during emergency situations involving heavy water accumulation at the Pandoh Dam. The BBMB management has prepared a proposal for this, and a Detailed Project Report (DPR) is currently being drafted. Both tunnels will originate from the Pandoh Dam reservoir and discharge water into the Beas River after bypassing the Pandoh market. According to Chandramani Sharma, Additional Superintending Engineer at BBMB Pandoh, the Central Water Commission (CWC) has reviewed the design flood parameters for the Pandoh Dam. The review revealed that the dam's water level could rise rapidly due to an increase in flash flood incidents. Consequently, the Probable Maximum Flood (PMF) capacity of the Pandoh Dam has also been revised upwards. Under such conditions, releasing excessive water through the existing spillway could prove challenging.
The proposed tunnels will each be approximately 1,200 meters long. Their construction will allow excess water released from the dam during emergencies to be diverted away from the Pandoh market. This is expected to reduce the risk of flooding and waterlogging in the Pandoh market area during heavy rains. Currently, the release of water from the dam during heavy rainfall increases the risk to the market area. The Pandoh Dam is a diversion dam; water is sent via the Baggi Tunnel towards Sundernagar and Salapar for power generation, while the remaining water is released into the Beas River through the spillway. In future emergency situations, excess water will be routed through the proposed tunnels. This move is expected to enhance the dam's safety while simultaneously protecting the Pandoh market from the threat of flooding.
