जिला सिरमौर के शिलाई विकास खंड की ग्राम पंचायत बाम्बल ने नशे के खिलाफ सख्त कदम उठाने और सामाजिक व्यवस्थाओं को लेकर चार अहम फैसले लिए हैं। पंचायत प्रधान अंजना देवी (मंजू) की अध्यक्षता में आयोजित ग्राम सभा में नशे की बिक्री पर जुर्माना, सूचना देने वाले को नकद इनाम, राष्ट्रीय स्तर पर उपलब्धि हासिल करने वाले बच्चों को सम्मान और बाहरी फेरीवालों के लिए नियम तय करने का निर्णय लिया गया।ग्राम सभा में नशे के खिलाफ अभियान को लेकर बड़ा फैसला लिया गया। पंचायत में चरस, अफीम, चिट्टा और अवैध शराब के सेवन व बिक्री पर प्रतिबंध लगाने का निर्णय लिया गया। पंचायत प्रधान के अनुसार, नशे की सही सूचना देने वाले व्यक्ति को 20 हजार रुपये का नकद इनाम दिया जाएगा। वहीं, नशा बेचने वाले पर पंचायत की ओर से एक लाख रुपये का जुर्माना लगाने का निर्णय लिया गया है।पंचायत ने शुभ अवसरों पर किन्नरों को दी जाने वाली बधाई राशि की अधिकतम सीमा 2,100 रुपये तय की है। इस फैसले का उद्देश्य सामाजिक आयोजनों के दौरान परिवारों पर पड़ने वाले अनावश्यक आर्थिक बोझ को कम करना है।बाम्बल पंचायत ने बच्चों को खेल और कला के क्षेत्र में आगे बढ़ने के लिए प्रोत्साहित करने का भी फैसला लिया है। पंचायत के स्कूल में पढ़ने वाले बच्चे यदि कबड्डी, बैडमिंटन या कला के क्षेत्र में राष्ट्रीय स्तर पर जीत हासिल करते हैं या चयनित होते हैं, तो उन्हें पंचायत प्रधान की ओर से 5,000 रुपये का नकद पुरस्कार दिया जाएगा।पंचायत के चौथे फैसले के तहत बाहरी क्षेत्रों से गांव में आने वाले फेरीवालों के लिए आधार कार्ड दिखाना और ग्राम प्रधान को अपने आगमन की सूचना देना अनिवार्य किया गया है। पंचायत के इन फैसलों का उद्देश्य नशे के खिलाफ सामूहिक प्रयासों को बढ़ावा देने, सामाजिक आयोजनों में खर्च की सीमा तय करने और स्थानीय बच्चों की प्रतिभा को प्रोत्साहित करने के साथ गांव में आने वाले बाहरी फेरीवालों के लिए व्यवस्था बनाना है।
Four Major Decisions by Bambal Panchayat in the Giripar Region: ₹1 Lakh Fine for Selling Drugs, ₹20,000 Reward for Providing Information

The Gram Panchayat of Bambal, located in the Shillai development block of Sirmaur district, has taken four significant decisions aimed at curbing drug abuse and regulating social customs. During a Gram Sabha meeting chaired by Panchayat Pradhan Anjana Devi (Manju), it was decided to impose fines on the sale of drugs, offer cash rewards to those who provide information, honor children who achieve success at the national level, and establish regulations for itinerant vendors (hawkers) arriving from outside the area. A major decision was taken to launch an anti-drug campaign; the consumption and sale of substances such as charas (cannabis), opium, 'chitta' (synthetic drugs), and illicit liquor have been prohibited within the Panchayat. According to the Panchayat Pradhan, anyone providing accurate information regarding drug-related activities will receive a cash reward of ₹20,000, while those found selling drugs will face a fine of ₹1 lakh imposed by the Panchayat. Furthermore, the Panchayat has set a maximum limit of ₹2,100 for the monetary gifts (badhai) given to *kinnars* (transgender individuals) during auspicious occasions, a move intended to alleviate the unnecessary financial burden placed on families during social events. The Bambal Panchayat has also resolved to encourage children to excel in sports and the arts; students from local schools who achieve success or are selected at the national level in fields like kabaddi, badminton, or the arts will be awarded a cash prize of ₹5,000 by the Panchayat Pradhan. Under the fourth decision, it has been made mandatory for itinerant vendors arriving in the village from outside areas to present their Aadhaar cards and notify the Gram Pradhan of their arrival. Collectively, these decisions aim to foster a unified effort against drug abuse, cap expenses during social functions, nurture the talents of local children, and establish a formal system for managing the presence of outside vendors in the village.
