पंचायत प्रतिनिधियों, क्षेत्र के प्रबुद्ध नागरिकों और स्थानीय निवासियों के साथ मिलकर खंडहर में तब्दील हो रहे भवन के विरोध में जोरदार प्रदर्शन किया और प्रदेश की कांग्रेस सरकार की कार्यप्रणाली पर तीखा हमला बोला। प्रदर्शन को संबोधित करते हुए डॉ. राजीव बिंदल ने कहा कि पूर्व भाजपा सरकार के कार्यकाल में लगभग 6 करोड़ रुपये की भारी लागत से इस आईटीआई भवन का निर्माण किया गया था। इसका उद्देश्य क्षेत्र के युवाओं को तकनीकी शिक्षा प्रदान कर रोजगार के अवसर उपलब्ध कराना था। हालांकि, मौजूदा कांग्रेस सरकार की उपेक्षा और प्रशासनिक व्यवस्था के पतन के कारण यह आधुनिक भवन आज बर्बादी की कगार पर पहुँच गया है। डॉ. बिंदल ने आरोप लगाया कि कांग्रेस सरकार ने न केवल इस संस्थान के रखरखाव की अनदेखी की, बल्कि यहाँ विद्यार्थियों के दाखिले तक बंद कर दिए हैं। इससे क्षेत्र के बच्चों को तकनीकी शिक्षा से वंचित होना पड़ रहा है। उन्होंने कहा कि करोड़ों रुपये की लागत से बने शिक्षण संस्थान को उपयोग में लाने के बजाय सड़ने के लिए छोड़ देना, क्षेत्र के युवाओं के भविष्य के साथ किया जा रहा सीधा खिलवाड़ है। भाजपा प्रदेश अध्यक्ष ने सरकार की प्राथमिकताओं पर सवाल उठाते हुए सीधे सवाल दागे— आखिर 6 करोड़ से बने भवन को खंडहर क्यों बनने दिया गया? आईटीआई में दाखिले बंद करने का निर्णय किस आधार पर लिया गया? उन्होंने कहा कि कौलावाला भूड़ और बर्मा पापड़ी क्षेत्र की जनता इस अन्याय को चुपचाप सहन नहीं करेगी और सरकार को जनता के सवालों का जवाब देना ही होगा। डॉ. राजीव बिंदल ने सरकार से अपनी हठधर्मिता छोड़कर जनहित में निर्णय लेने का आग्रह किया। उन्होंने स्पष्ट किया कि सरकार को अपनी हठधर्मिता त्यागकर कौलावाला भूड़ आईटीआई को तत्काल प्रभाव से सुचारू रूप से शुरू करना चाहिए, ताकि स्थानीय विद्यार्थियों का भविष्य अंधकारमय होने से बच सके।

Joined by Panchayat representatives, prominent citizens, and local residents, he staged a strong protest against the building—which is turning into a ruin—and launched a scathing attack on the functioning of the state's Congress government. Addressing the protest, Dr. Rajeev Bindal stated that this ITI building was constructed at a substantial cost of approximately ₹6 crore during the tenure of the previous BJP government. Its objective was to provide technical education and employment opportunities to the youth of the region. However, due to the neglect of the current Congress government and the collapse of administrative systems, this modern building is now on the verge of ruin. Dr. Bindal alleged that the Congress government not only ignored the maintenance of the institute but also halted student admissions there. Consequently, children in the area are being deprived of technical education. He remarked that leaving an educational institution built at a cost of crores of rupees to rot, rather than putting it to use, amounts to playing with the future of the region's youth. Questioning the government's priorities, the BJP State President posed direct questions: Why was a building constructed at a cost of ₹6 crore allowed to turn into a ruin? On what grounds was the decision to stop admissions at the ITI taken? He asserted that the people of the Kaulawala Bhud and Burma Papri areas would not silently tolerate this injustice, and the government would have to answer the public's questions. Dr. Rajeev Bindal urged the government to abandon its obstinacy and make decisions in the public interest. He emphasized that the government must shed its stubborn attitude and make the Kaulawala Bhud ITI fully operational with immediate effect to prevent the future of local students from falling into darkness.
