HMOA चुनाव संपन्न: समयबद्ध कैरियर प्रगति की मांग बुलंद, नई राज्य कार्यकारिणी का हुआ गठन

हिमाचल प्रदेश मेडिकल ऑफिसर्स एसोसिएशन (HMOA) की 26वीं जनरल हाउस बैठक एवं राज्य कार्यकारिणी चुनाव-2026 का आयोजन शिमला में सफलतापूर्वक संपन्न हुआ। कार्यक्रम में प्रदेशभर से पहुंचे मेडिकल अधिकारियों ने भाग लिया और चिकित्सकों के सेवा हितों, स्वास्थ्य सेवाओं के सुदृढ़ीकरण तथा संगठन को मजबूत बनाने से जुड़े विभिन्न मुद्दों पर विस्तार से चर्चा की। बैठक के दौरान एसोसिएशन के उपाध्यक्ष डॉ.पीयूष तिवारी ने स्वास्थ्य एवं परिवार कल्याण विभाग में मेडिकल अधिकारियों के सीमित पदोन्नति अवसरों का मुद्दा प्रमुखता से उठाया। उन्होंने कहा कि प्रमोशनल पदों की कमी के कारण कई चिकित्सकों को वर्षों तक एक ही पद पर कार्य करना पड़ता है, जिससे उनके मनोबल और कैरियर विकास पर प्रतिकूल प्रभाव पड़ता है। उन्होंने सुझाव दिया कि यदि नियमित पदोन्नति संभव नहीं है तो पूर्व में लागू एसीपी (Assured Career Progression) योजना की तर्ज पर समयबद्ध कैरियर प्रगति (Time-bound Career Progression) की व्यवस्था लागू की जाए। उन्होंने पंजाब की तर्ज पर हिमाचल में भी ऐसी नीति लागू करने की मांग की, जिससे मेडिकल अधिकारियों को उनकी सेवा अवधि के अनुरूप वित्तीय लाभ एवं सम्मानजनक कैरियर उन्नति मिल सके।
एसोसिएशन ने प्रदेश सरकार से इस लंबे समय से लंबित मांग पर गंभीरता से विचार कर समयबद्ध कैरियर प्रगति नीति लागू करने का आग्रह किया। संगठन का कहना है कि इससे चिकित्सकों का मनोबल बढ़ेगा, विशेषज्ञ सेवाओं को प्रोत्साहन मिलेगा और प्रदेश की स्वास्थ्य सेवाएं अधिक सशक्त होंगी। इस दौरान वर्ष 2026–2029 के लिए नई राज्य कार्यकारिणी का भी गठन किया गया। डॉ. अंकुश ठाकुर को अध्यक्ष, डॉ. विकास ठाकुर को महासचिव, डॉ. सुन्नेश चौहान को कोषाध्यक्ष, डॉ. विजय राय को प्रेस सचिव, डॉ. योग राज वर्मा को संगठन सचिव, डॉ. मनोज को आईटी सचिव तथा डॉ. मोहित डोगरा को विधिक सचिव चुना गया। वरिष्ठ उपाध्यक्ष के पद पर डॉ. प्रवीण और डॉ. करनजीत निर्वाचित हुए, जबकि उपाध्यक्ष एवं संयुक्त सचिव पदों पर भी विभिन्न मेडिकल अधिकारियों का चयन किया गया। वनिर्वाचित कार्यकारिणी ने प्रदेश के सभी मेडिकल अधिकारियों का आभार व्यक्त करते हुए भरोसा दिलाया कि संगठन चिकित्सकों के सेवा हितों, समयबद्ध पदोन्नति, कार्यस्थल सुरक्षा, सम्मान और बेहतर स्वास्थ्य सेवाओं के लिए पूरी प्रतिबद्धता के साथ कार्य करेगा।
HMOA Elections Conclude: Demand for Time-Bound Career Progression Raised; New State Executive Committee Formed

The 26th General House meeting and the 2026 State Executive Committee elections of the Himachal Pradesh Medical Officers Association (HMOA) concluded successfully in Shimla. Medical officers from across the state participated in the event, engaging in detailed discussions on various issues concerning the service interests of doctors, the strengthening of healthcare services, and the consolidation of the organization. During the meeting, Association Vice President Dr. Piyush Tiwari prominently raised the issue of limited promotion opportunities for medical officers within the Department of Health and Family Welfare. He noted that a shortage of promotional posts forces many doctors to serve in the same position for years, adversely affecting their morale and career growth. He suggested that if regular promotions are not feasible, a system of "Time-bound Career Progression"—modeled after the previously implemented ACP (Assured Career Progression) scheme—should be introduced. He urged the state to adopt a policy similar to Punjab's, ensuring medical officers receive financial benefits and dignified career advancement commensurate with their tenure.
The Association urged the state government to seriously consider this long-pending demand and implement a time-bound career progression policy. The organization maintains that this move would boost doctors' morale, encourage specialist services, and strengthen the state's healthcare system. Additionally, the new state executive committee for the 2026–2029 term was constituted. Dr. Ankush Thakur was elected President, Dr. Vikas Thakur as General Secretary, Dr. Sunnesh Chauhan as Treasurer, Dr. Vijay Rai as Press Secretary, Dr. Yog Raj Verma as Organizing Secretary, Dr. Manoj as IT Secretary, and Dr. Mohit Dogra as Legal Secretary. Dr. Praveen and Dr. Karanjit were elected as Senior Vice Presidents, while various other medical officers were selected for the posts of Vice President and Joint Secretary. Expressing gratitude to all medical officers across the state, the newly elected executive committee assured them that the organization would work with full commitment towards the service interests of doctors, timely promotions, workplace safety, dignity, and the delivery of better healthcare services.
